IPA recently completed the 2024 Nigeria Consumer Protection Survey—part of a broader set of surveys we will run during the second phase of IPA’s Consumer Protection Research Initiative. A comprehensive report about this survey has just been released: you can find it here. The 2024 survey, a follow-up to the 2020 Nigeria Consumer Protection Survey, took a deep dive into how Nigerians are using DFS, the challenges they face, and how they seek redress. The findings reveal a mixed picture: one of rapid growth, but also significant consumer protection challenges. Nearly one in four users reported experiencing unexpected fees or charges in the past year or being targeted by fraudsters. Among those experiencing issues, only half sought formal redress. Indebtedness concerns are also evident, with almost two out of every five digital credit users reporting they've been unable to repay a loan at some point.

Reducing Violence versus Building Trust: The Joint Effect of Top-down and Bottom-up Peacebuilding Interventions in Nigeria

Co-funded by IPA’s Peace and Recovery Initiative, researchers worked with Mercy Corps, USAID, and PARE to assess the individual program impacts of a bundled program addressing communal violence in North Central Nigeria. The study evaluated mediation training for leaders and a community dialogue program between farming and herding communities. The mediation training alone was most effective in reducing violence and fostering social cohesion.

CBN Consumer Protection Embedded Evidence Lab

The Consumer Protection Embedded Evidence Lab, a partnership between IPA and the Central Bank of Nigeria’s Consumer Protection Department, enhances evidence-based policymaking and supervision. It analyzes consumer complaints data, tracks market trends, and supports policy and program decisions. The initiative also strengthens market monitoring, integrates demand-side surveys, and improves the department’s Monitoring, Evaluation, and Learning (MEL) systems.

NCC Consumer Protection Embedded Evidence Lab

IPA and the Nigerian Communications Commission (NCC) are partnering to establish a Consumer Protection Embedded Evidence Lab within the NCC's Consumer Affairs Bureau. The initiative aims to support NCC in integrating data and evidence into its consumer protection policies and programs. The initiative will help NCC improve its market monitoring, risk prioritization, policy formulation, and effective consumer empowerment.
