Breaking Barriers in Refugee-Context Education: IPA Supports The LEGO Foundation’s Flexible Approach to Learning in Early-Stage Innovations

The LEGO Foundation partnered with IPA and nine organizations to test and refine six innovative education programs for out-of-school children in refugee settings in Uganda and Ethiopia. As the learning partner, IPA supported each organization to strengthen learning around early-stage program components and then flexibly adapt their designs, enhancing the potential for achieving targeted outcomes.
In refugee contexts, improving children’s outcomes is especially challenging as many are out of school and need tailored support to access quality education to strengthen their learning, coping mechanisms, and resilience. The LEGO Foundation launched the Creative Solutions initiative to refine early-stage innovations aimed at improving educational access for out-of-school children in refugee settings in Uganda and Ethiopia. Rather than requiring standardized reporting and rigid targets, the LEGO Foundation worked with IPA to promote iterative learning, encouraging transparent communication about both successes and failures and enabling the use of findings for decision-making and program refinement.
The LEGO Foundation engaged IPA as a learning partner to create an environment conducive to active testing and adaptation. To do this, IPA established a Community of Practice to support knowledge sharing and learning among partners. Through tailored MEL technical assistance and process evaluations with each program, IPA enabled iterative program refinement for the six innovative education models.
