The Fundación Juanfe, supported by The Conrad N. Hilton Foundation, adapted its renowned 360° Model for adolescent mothers to a new audience: Venezuelan migrant women in Colombia, through the Transformemos sin Fronteras (TsF) program. IPA provided learning partnership support to refine the program using evidence-based insights, while at the same time strengthening Juanfe’s capacity in Monitoring, Evaluation, and Learning (MEL).

Fundación Juanfe, a Colombian NGO, launched TsF to increase the employability and income of Venezuelan migrant women, enhancing their social and economic inclusion. In 2023, they started a two-year pilot in two Colombian cities, Cartagena and Medellín, with the goal of testing and adapting the 360° Model, which addresses adolescent pregnancy with a holistic approach that reduces poverty and drives social and economic growth for young mothers, their children, and families, to this new population.

IPA supported Fundación Juanfe, from February 2023 to January 2024, in adapting TsF, co-developing a MEL strategy, analyzing barriers and enablers of program participation, and enhancing data use. Through workshops, decision-making tools, and technical assistance, IPA strengthened Juanfe’s ability to refine TsF using real-time insights, ensuring the program remains evidence-based and effective for future scaling.

IPA’s collaboration with Juanfe uncovered key barriers to participant retention, including childcare responsibilities, income loss, and transportation challenges. These insights guided strategic adjustments, such as exploring flexible program hours and launching a childcare initiative to support participants while they attended courses. Additionally, IPA’s work strengthened Juanfe’s MEL capacity. The engagement produced a structured learning agenda, integrated real-time data collection, and supported the development of decision-making tools, such as a monitoring dashboard and pre-post knowledge assessments.

Juanfe is now better equipped to refine and scale TsF, using data-driven strategies to enhance program impact. IPA’s facilitation of evidence-based decision-making ensured that TsF remains responsive to participants’ needs while improving long-term sustainability.
