Manuel serves as a Monitoring & Evaluation Manager with IPA's Right-Fit Evidence Unit in Colombia. Previously he was an associate at 60 Decibels, a tech-enabled social impact measurement company, and a graduate intern at IDinsight, an advisory organization helping development leaders maximize their social impact. He also served as an Open Society fellow helping implement the African Union mediation support unit and as a pro-bono consultant for nonprofits and social organizations in Colombia. Formerly, Manuel worked as a lawyer advising clients on tax and project finance matters. He holds an MPP with a concentration in International Development from the University of Chicago and a JD from Universidad de los Andes.
