IPA Supports the Government of Nigeria to Co-Create an Embedded National Poverty Intelligence Lab

The Nigerian Federal Ministry of Humanitarian Affairs and Poverty Reduction (FMHAPR), in collaboration with key development partners, convened the National Technical Workshop on the One Humanitarian–One Poverty Response System (OHOPRS) from 24 to 27 March 2026 at the United Nations House in Abuja.

The workshop brought together Ministers, Permanent Secretaries and senior representatives from Federal and State Governments, development partners, United Nations agencies, international and national non-governmental organizations, academia, and technical experts. The event provided a strategic platform for dialogue and consensus-building on a unified, government-led, and data-driven national framework to better integrate humanitarian response, social protection, and poverty reduction efforts. It addressed challenges of program fragmentation while advancing pathways for poverty graduation. A key outcome was strong stakeholder alignment on the OHOPRS framework, a transformative approach to tackling persistent challenges within Nigeria’s poverty reduction ecosystem.

At the core of the OHOPRS framework is the establishment of a National Data Centre, with an Embedded National Poverty Intelligence Lab. The Lab will play a critical role in generating and translating data into actionable evidence, strengthening learning systems, and supporting stakeholders with insights for decision-making, program design, and implementation, particularly in advancing poverty graduation and sustainable livelihoods. IPA will provide technical support for the design and operationalization of the Lab. During the workshop, IPA also shared insights on the Graduation Approach, lessons from other contexts, and the proposed framework for the Embedded National Poverty Intelligence Lab.
