Supporting Social Protection through Digital Innovation: The Togo Evidence Lab
Overview
IPA has partnered with Togo’s Ministry of the Digital Economy and Transformation (MENTD) to establish an Embedded Evidence Lab within the Agence Nationale d'Identification (ANID). The lab’s focus is on using data to help improve the targeting and effectiveness of the country’s social protection system, ensuring that vulnerable populations are reached more efficiently.
Context
Agence Nationale d'Identification (ANID) is a key government institution in Togo, responsible for managing the national identification system, and playing a crucial role in the country's digital transformation and social protection efforts. However, ANID faces significant challenges in accurately identifying and reaching vulnerable populations, with limitations in their social registry system and data management capabilities. Additionally, there are gaps in the institutional capacity for evidence-based policymaking and data analysis, which hinders the effective design and implementation of social protection programs. To address these challenges, ANID has established an Embedded Evidence Lab within the Ministry of Digital Economy and Transformation (MENTD) to strengthen evidence-based approaches to digital identification and social protection.
Lab Approach
The lab brings together staff from both IPA and ANID, working collaboratively to strengthen data systems and enhance the government's capacity for evidence-based policymaking. Beyond promoting data use, the lab serves as a catalyst for developing scalable digital solutions that can improve the targeting and effectiveness of social protection programs, building on the success of initiatives like the Novissi cash transfer program launched during COVID-19.
As a key initial step, the lab conducted a comprehensive assessment of ANID's data collection and management systems. Prior to the lab's involvement, ANID lacked a systematic approach to analyzing and utilizing data for social program targeting. There were also concerns about the accuracy and completeness of the social registry, which is crucial for identifying and reaching vulnerable populations. In response to these challenges, the lab undertook a thorough analysis of the current state of data collection and use, identifying critical gaps and future needs for data analysis and dissemination.
The lab also strengthens ANID's capacity through technical assistance and training, creating opportunities for government staff to engage with evidence throughout the policy implementation process. By embedding these practices within ANID's operations, the lab ensures that evidence-based decision-making becomes an integral part of the institution's approach to social protection.
Achievements
Through this collaborative approach, the lab has already made significant progress in establishing a research and learning agenda that will guide future studies and inform high-level decision-making in social protection. ANID has shown increasing engagement with evidence-based practices, demonstrating a shift toward more data-driven approaches in program design and implementation. The lab's work continues to support Togo's broader digital transformation goals while ensuring that social protection programs effectively reach those most in need.
