Eduardo Vargas oversees the delivery of a portfolio of evidence- and learning-related engagements and provides technical assistance to IPA’s implementing partners. Prior to joining IPA, he worked across seven countries and led teams responsible for executing more than 15 engagements in education, social protection, micro-finance, and technology sectors. He worked with policymakers to establish two evaluation labs within the government and help design their M&E strategies. In his career, he has also worked with startups, multilateral organizations, and the UNDP Chief Digital Office. He holds an MPA in International Development from the Harvard Kennedy School and a BA in Economics from the Pontifical Catholic University of Peru.
