Understanding and Measuring Technology-Facilitated Gender-Based Violence (TF-GBV): A Guide to Quantitative Assessment Tools

Technology-facilitated gender-based violence (TF-GBV)—from cyberbullying and online harassment to image-based abuse and digital intimate partner violence—is a growing challenge globally that disproportionately affects women and girls. However, measuring TF-GBV remains inconsistent, with researchers and practitioners working from a fragmented set of tools that vary widely in quality and context.

This compendium brings together 19 validated instruments for measuring TF-GBV, documenting what each tool measures, who it was designed for, and how well it performs. It also highlights key gaps in the research and outlines key methodological and ethical considerations for measuring TF-GBV responsibly, drawn from established international guidance. Taken together, this compendium aims to support researchers, policymakers, and practitioners in building a stronger evidence base for preventing and responding to TF-GBV against women and girls.
