Job Summary

IPA Peru is seeking a Research Analyst to support the Household Registration (SISFOH): Process Improvement Piloting Project, in coordination with the Social Targeting and Information Office (OFIS). The project is part of the Peru Social program, co-financed by the European Union and German development cooperation (GIZ), and aims to strengthen the social registry system through piloting and validating methodological and operational improvements in districts of Lima and Trujillo. The Research Analyst will support the programming and testing of the digital data collection tool and monitor data quality throughout the piloting and enumeration phases.

Responsibilities

Data Collection Supervision and Tool Development (40%)

• Supervise and monitor data collection activities across the piloting and enumeration phases to ensure data quality and adherence to IPA protocols.
• Run high-frequency checks (HFC) to identify and flag data quality issues in real time.
• Co-design and test research instruments and the digital data collection tool in SurveyCTO, incorporating adjustments identified during piloting.
• Support the delivery of field training sessions on instrument application, ethical protocols, and data quality standards.

Quantitative Data Processing and Analysis (30%)

• Clean, organize, and analyze quantitative databases using statistical software such as R or Stata.
• Generate data visualizations and descriptive analyses to detect inconsistencies and inform operational decisions during fieldwork.
• Support the interpretation of results and the drafting of reports in English and Spanish.

Coordination with Administration, Finance, Field Team, Partners, and Stakeholders (20%)

• Coordinate with IPA's administrative, human resources, and finance teams to ensure compliance with protocols throughout the project cycle.
• Communicate regularly with the Social Targeting and Information Office (OFIS) and the Local Registration Units (ULE) to align on operational planning and implementation timelines.
• Process timely requests related to field equipment procurement, payments, and other operational needs.

Synthesizing Evidence and Lessons Learned (10%)

• Conduct literature reviews and synthesize findings to support research design, intervention development, and contextual analysis.

• Contribute to the documentation of methodological and operational lessons learned, informing recommendations for national scale-up of the piloted improvements.

  
  Qualifications

   

• Bachelor's degree in Economics, Education, Psychology, Sociology, Public Policy, Statistics, or a related social science field.
• Experience monitoring field data collection, including high-frequency checks (HFC), back-checks, and other real-time data quality monitoring procedures.
• Experience identifying and resolving field-level implementation issues quickly and independently.
• Quantitative skills and experience managing and analyzing data in Stata, R, or Python.
• Familiarity with survey programming software, such as SurveyCTO, including experience testing instruments ahead of field deployment.
• Understanding of fundamental principles of statistics and econometrics.
• Strong oral and written communication skills in Spanish; working proficiency in English for reporting purposes.
• Ability to communicate clearly and effectively with field teams, supervisors, colleagues, and government partners.
• Strong organizational skills and ability to manage multiple tasks simultaneously.
• Experience supervising large-scale field teams (enumerators, supervisors, or auditors) in urban contexts (preferred).
• Experience coordinating with government partners or international organizations (preferred).
• Experience working on social protection or social registry projects (preferred).

• Experience supporting impact evaluations or randomized controlled trials (RCTs) (preferred).

  
  Location

  
  The position is based in IPA Peru's office in Lima, with field travel to piloting sites in Lima and Trujillo required to supervise data collection activities. No additional travel, physical, or work-environment requirements were specified in the source vacancy form.
