Seth Garz is Deputy Director of the Lives & Livelihoods team and Lead Development Economist in the Gender Equality Division at the Gates Foundation. His research interests include better evaluating and accounting for the health impacts of economic interventions, interdisciplinary approaches to addressing global health burden for women and children, and developing cost-effective interventions to support vulnerable adolescent girls persisting through school and into productive livelihoods opportunities. Previously, he served as Interim Deputy Director of Data & Evidence for the Women's Economic Empowerment (WEE) team, where he led a research portfolio focused on women's income generation and access to capital and markets.

Earlier, Seth was a Senior Program Officer for the Inclusive Financial Services (IFS) strategy, where he managed a research portfolio focused on investments in digital payments competition, open finance, the application of privacy-enhancing technologies to finance, and financial consumer protection. He was also a postdoctoral researcher at the Center for Effective Global Action (CEGA), where he led a large-scale randomized controlled trial on conditional cash transfers in the Dominican Republic. He holds a PhD in Agricultural and Resource Economics & Policy and a master's degree in Public Policy from the University of California, Berkeley, and a BA in Political Science from Washington University in St. Louis.
