Kelly is a Manager in IPA’s Global Research & Data Science (GRDS) team, where she works to strengthen research quality, expand training initiatives, and develop technical resources for IPA’s global portfolio. She has over six years of experience at IPA, leading and supporting randomized evaluations across Latin America and the Caribbean in partnership with governments, donors, and academic institutions.

Before joining GRDS, she served as Research Manager at IPA Peru, overseeing research activities, developing new projects, and managing strategic relationships. She holds a BA in Economics, a postgraduate diploma in Governance and Public Policy, and is pursuing a master’s in the same field at the Pontificia Universidad Católica del Perú.
