Jean Damascene Nsengiyumva is a STARS Associate Manager for IPA Rwanda. Prior to joining IPA, he served in different positions in the Ministry of Education and Rwanda Education Board. He was also embedded in the National Examination and School Inspection Authority as Technical Advisor under the support of UNICEF. He holds a Master's degree in Information Science from Mount Kenya University.
