Herve Christian Niyirora Mugisha is a Senior Research & Policy Associate at IPA Rwanda, embedded at the Rwanda Education Board, where he supports data analysis and reporting for education research projects. He previously worked as a Financial Analyst at Rua Multiconcept and as a CPI Statistician at the National Institute of Statistics of Rwanda, contributing to monthly inflation analysis and the RDHS 7 (2025). He leads the project "Enhancing CPI Forecasting Accuracy Using Machine Learning Techniques" with the Office for National Statistics. He holds an MSc in Financial Engineering from WorldQuant University and a BA in Applied Statistics from the University of Rwanda.
