Fernando Tavara is a Policy Manager at IPA Perú. Before joining IPA, he worked as a research consultant for the Group for the Analysis of Development (GRADE). He has also conducted program and policy evaluations for the International Organization for Migration (IOM) and the Ministry of Education of Peru (MINEDU). He holds a MA in Development Studies with a Major in Governance and Development Policy from the International Institute of Social Studies of Erasmus University Rotterdam and a BA in Social Psychology from Pontificia Universidad Católica del Perú.
