Emmanuel is an CAMIS Outreach Coordinator for IPA Rwanda, working on CAMIS database administration and data analysis. He is a software engineer with experience in monitoring and evaluation for information and communication technology (ICT) projects in primary, secondary, and tertiary education. He also has experience in system requirements and analysis, design, software development, and database administration. In addition, Emmanuel has engaged in policy development, planning and budgeting, and resource mobilization for ICT in education projects and research. He holds a master's degree in Software Engineering from Beijing Institute of Technology.
