Cedric Angelo M. Festin is an Associate Professor at the Department of Computer Science, College of Engineering, University of the Philippines. He is head of the Network and Distributed Systems Group and and the current chairperson of the department. He has a Ph.D. from University College London, and a Master's Degree in Electrical Engineering and an undergraduate degree in Computer Science from the University of the Philippines. Recently, he was a Visiting Researcher at the University of California Berkeley, working with the Technology and Infrastructure for Emerging Regions (TIER) group. His research areas is in the design, development, and benchmarking of network protocols for applications for emerging regions, such as those used for e-Learning and health information systems.
