Carmen is a Senior Policy Associate at IPA Mexico. She has worked extensively on security-related projects, optimizing police operations and building trust between citizens and justice institutions. Prior to joining IPA, she served as an advisor in the Chamber of Deputies, where she utilized her expertise on legislative analysis and advocacy. Carmen holds a Bachelor's degree in Law and Political Science from Tec de Monterrey.
