Community Action Project of Tulsa County's (CAP) vision is to break the cycle of intergenerational poverty by improving the prospects of long-term economic success for very young, low-income children, their families, and the communities in which they live. CAP's method is to combine early childhood education with innovative family financial and health services and targeted community improvement efforts. IPA works closest with CAP's financial services department, which coordinates the efforts of hundreds of volunteers at 8 sites across Tulsa County to provide free tax preparation and filing to low-income families. Their tax preparation service is one of the largest in the country (per capita); last year they filed over 17,000 returns, and returned nearly $36 million in state and federal tax refunds to the Tulsa community.
