This entity is a technical advisory body of the President of Colombia, within the framework of the 1991 Constitution, and defines the implementation of a strategic vision of the country in the social, economic and environmental fields, through design, orientation and evaluation of Colombian public policies, the management and allocation of public investment, the"definition of the frameworks for action of the private sector, and the concretion of these in plans, programs and projects of the Government of Colombia.
