J-PAL LAC, IPA and Ministry of Education of Peru will host EduLAB workshop “Cost-Effective Innovations Lab”

On April 17, the Ministry of Education of Peru, J-PAL LAC and IPA Peru will host a workshop aimed at presenting to the Ministry’s implementing units how they can collaborate with EduLAB, the innovation lab on education policy established within the Secretariat of Strategic Planning of the Ministry of Education. EduLAB identifies areas for improvements in education policy and works with academics to develop low-cost, evidence-based interventions to address them. Interventions designed in the framework of the lab are subsequently rigorously evaluated using administrative data, which significantly lowers the cost of conducting experimental evaluations. J-PAL LAC and IPA Peru have worked with the Ministry of Education of Peru during the past year to establish the lab as an internal unit under the Secretariat of Strategic Planning.
The workshop´s aim is to present EduLAB internally within the Ministry, its objectives, organizational structure and processes, as well as, to communicate to the Ministry’s implementing units how they can collaborate with the lab to design and rigorously evaluate cost effective innovations in their areas of work.
The workshop will be open by Jorge Mesinas, the Secretary of Strategic Planning of the Ministry of Education, who will introduce the purpose of the event and the lab’s mission.Following this, Juan Manuel Hernández-Agramonte, J-PAL LAC Policy Manager, will present on the importance of innovation and the use and generation of evidence in order to improve the efficacy and efficiency of education policy. Francisco Gallego, J-PAL LAC Scientific Director, Associate Professor at the Economics Institute of Pontificia Universidad Católica de Chile, and a member of the lab’s Scientific Directorate, will provide attendees with a review of existing evidence on effective education interventions, as well as a review of cutting edge research currently being developed. Fabiola Cáceres, Evaluation Specialist at the Strategic Monitoring and Evaluation Unit, will present EduLAB’s progress to date in implementing and evaluating cost-effective innovations in education policy. Finally, Daniel Anavitarte, Chief of the Strategic Monitoring and Evaluation Office, will lead an open debate and the workshop’s closing.
The event will bring together staff at the Ministry’s implementing units, researchers, EduLAB staff, as well as, J-PAL LAC and IPA staff in order to explore opportunities to design innovative interventions education policy. These interventions will be implemented and evaluated under the framework of the lab in the course of 2016.
J-PAL LAC, IPA Perú y el Ministerio de Educación de Perú llevarán a cabo taller "Laboratorio innovaciones costo-efectivas" en el marco de EduLAB.
El 17 de abril, el Ministerio de Educación del Perú, J-PAL LAC e IPA Perú llevarán a cabo un taller con el objetivo de presentar a las unidades implementadoras del Ministerio cómo pueden colaborar con EduLAB, el laboratorio de innovación en política educativa establecida en la Secretaría de Planificación Estratégica del Ministerio de Educación. EduLAB identifica espacios de mejora en la política educativa y trabaja con académicos para desarrollar intervenciones de bajo costo basadas en evidencia dirigidas a abordarlos. Las intervenciones diseñadas en el marco del laboratorio son evaluadas de forma rigurosa haciendo uso de datos administrativos, lo que reduce significativamente el costo de desarrollar evaluaciones experimentales. J-PAL LAC e IPA Perú han trabajado con el Ministerio de Educación del Perú durante el pasado año a fin de establecer el laboratorio como una unidad interna de la Secretaría de Planificación Estratégica.
El propósito del taller es presentar EduLAB internamente en el Ministerio, sus objetivos, estructura organizativa y procesos, así como, comunicar a las unidades implementadoras del Ministerio cómo pueden colaborar con el laboratorio para diseñar y evaluar rigurosamente innovaciones costo-efectivas en sus áreas de actuación.
Jorge Mesinas, Secretario de Planificación Estratégica del Ministerio de Educación, dará comienzo al taller, presentando el propósito del evento y la misión del laboratorio. A continuación, Juan Manuel Hernández-Agramonte, J-PAL LAC Policy Manager, presentará la importancia de la innovación y el uso y generación de evidencia para mejorar la eficacia y la eficiencia de la política educativa. Francisco Gallego, Director Científico de J-PAL LAC, Profesor Asociado en el Instituto de Economía de la Pontificia Universidad Católica de Chile, y miembro del Directorio de Investigación del laboratorio, realizará una revisión de la evidencia existente sobre intervenciones eficaces en educación, así como de las líneas de investigación de vanguardia que actualmente están siendo exploradas. Fabiola Cáceres, Especialista en Evaluación de la Unidad de Seguimiento y Evaluación, Estratégica presentará los avances de EduLAB hasta la fecha en la implementación y evaluación de innovaciones costo-efectivas en política educativa. Finalmente, Daniel Anavitarte, Jefe de la Oficina de Seguimiento y Evaluación Estratégica, liderará el espacio de preguntas y comentarios y el cierre del taller.
El evento reunirá a funcionarios de las unidades implementadoras del Ministerio, investigadores, personal de Edulab, así como, personal de J-PAL LAC e IPA, con el fin de explorar oportunidades para diseñar intervenciones innovadoras en política educativa. Las intervenciones diseñadas en el marco del laboratorio serán implementadas y evaluadas en el curso de 2016.
