On April 28, 2025, IPA and Rwanda's Gender Monitoring Office (GMO) signed a 5-year Memorandum of Understanding (MoU) and agreed on a work plan to establish an Embedded Evidence Lab within GMO that supports the government to effectively use gender data and evidence to design and implement policies and programs that promote gender equality. Affiliated to the Office of the Prime Minister of Rwanda, the GMO was established to monitor the respect of Gender Equality principles, promote gender accountability at all levels, and fight against Gender-Based Violence and related injustices.

The MOU signing builds on two years of fruitful collaboration in which IPA has collaborated with GMO to assess internal capacity to generate and use evidence and identified priority activities to be implemented through the embedded evidence lab structure.
