Jessa Cruz, IPA Philippines Policy Associate, was invited to be a resource speaker at the Department of Education's 2nd National Planning Conference from October 10-12, 2017. Held at the Iloilo Convention Center, Iloilo City, the theme for the annual planning conference was "Evidence-based Planning through Research and Innovations." Jessa presented on two session topics: Theory of Change and Preparing for Program Evaluation. The conference was attended by approximately 700 Department of Education personnel in charge of planning, research and M&E.
