On May 22-23, 2017, IPA Philippines conducted a Theory of Change and Monitoring & Evaluation Workshop for the Office of the Vice President (OVP) of the Philippines. The workshop took place in Quezon City and was attended by 28 participants from different departments of the OVP. The workshop's objectives were to: 1) build the foundations of the monitoring and evaluation (M&E) framework of the OVP's flagship program by updating the program's theory of change (ToC); (2) introduce the ToC as a tool for M&E; and (3) provide sessions on right-fit M&E.
