Job Summary

Reporting to the Senior Financial Accountant, this Officer position is key to providing strategic and technical support to country offices on grant budgeting, financial management, and donor financial reporting. The role may be based in any country office within the IPA network, with a preference for central and South American locations. As a key member of the Global Finance team, the Officer will work closely with the Grants team and other global stakeholders to strengthen systems and processes for grant budgeting, invoicing, auditing, and financial forecasting, with an emphasis on automation, standardization, and continuous improvement.

The Officer will lead the donor financial reporting process, including reconciliation of budget versus actual reports, and budget restatements. The role will also oversee quality control and continuous improvements to the budget upload and budget revision processes, while providing financial guidance and support to the Grants and Programs teams throughout the post-award lifecycle. The Officer will coordinate and oversee grant audits and financial reviews, and will review and prepare complex donor invoices and financial deliverables. In addition, the Grants Finance Officer will design, test, and disseminate internal financial reports to improve monitoring of budget execution, cash flow projections, and grant-level financial forecasts. The Officer will work closely with global teams to enhance budgeting, coding, and reporting structures across NetSuite, Salesforce, and other relevant data management systems.

Responsibilities

  • Prepare donor invoices and follow-up with internal stakeholders and sponsors as required to ensure timely invoicing of donors.
  • Serve as liaison between Grants, Programs, and Country Finance Teams, including monitoring of grant payments to IPA Accounts Receivables, and updating reports on a monthly basis.
  • Ensure post-award financial management in accordance with relevant regulations, including but not limited to financial reporting, audits, etc. in accordance with FCDO, US government and other program directives, policies, and procedures.
  • Provide procedures and policy guidance and interpretation for program staffers as well as sub-grantees to ensure adherence to grant financial management procedures.
  • Update Salesforce records for grants deliverables and conduct regular audits of grant deliverables due on Salesforce to keep Grants Officers and Managers informed of overdue deliverables.
  • Assist with financial inquiries and preparation for annual audit review.
  • Perform other duties as assigned.

Qualifications

  • At least five years’ experience with a combination of financial and accounting experience.
  • Bachelor’s degree in Accounting, Business Administration, Finance, or a related field.
  • Knowledge of typical grant award/contractual documents such as grant agreements, subcontracts, modifications.
  • Experience with international, non-profit organizations, as well as a multi-office, multi-national environment. Experience working with multiple currencies.
  • Written and spoken proficiency in Spanish and English
  • Experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting
    Proficiency in the use of financial software applications, databases, spreadsheets, including MS Office.
  • Advanced proficiency with Microsoft Excel preferred.
  • Team player with a positive attitude and ability to build strong working relationships across functions.
  • Excellent customer service skills (oral and written communication) in a fast-paced environment.
  • Ability to focus on technical work and ability to work on simultaneous projects.
    Strong attention to details, and excellent time management.
  • Experience with Salesforce and NetSuite is a plus/added advantage.
  • Demonstrated ability to improve processes and workflows.
