Position Summary

 

IPA Peru has been leading field-based randomized evaluations since 2003. Our work in Peru and other LAC countries without IPA country office is defined by strong engagement with key decision-makers and foundational research in: education, gender-based violence, social protection, financial inclusion, and health. 

 

IPA Peru is currently implementing a project that supports the Ministry of Women and Vulnerable Populations (MIMP, in Spanish) in developing and implementing an Innovation Lab ("MIMP Lab"). This initiative is expected to enhance the Ministry's efforts to protect the rights of women and other vulnerable populations in Peru.

 

In this context, IPA Peru is seeking a Senior Policy Associate to lead the activities of this technical assistance. Under the supervision of the Policy Manager, the Senior Policy Associate will facilitate the development of the Lab's design, guide the incubation and evaluation of the Lab's first innovation, and monitor the overall progress of the project.

 

Responsibilities

 

- Plan and monitor project activities to meet assigned objectives and deliverables.

- Coordinate with the Policy Manager and the Ministry of Women and Vulnerable Populations (MIMP) to carry out project activities.

- Facilitate the scoping of RCTs and other outputs from the MIMP Lab, monitor their development, and ensure their smooth implementation.

- Under the supervision of the Policy Manager, lead the development of products related to the design of the MIMP Lab, such as the lab's vision and services, learning cycle, and diagnostic studies, among others.

- Lead interviews with key stakeholders to develop products related to the design of the MIMP Lab.

- In cooperation with the other SPA's, lead the organization and implementation of capacity-building activities.

- Systematize lessons learned to inform IPA's growing lab portfolio.

- Hold regular check-in meetings with management staff from IPA Peru CO  and IPA Global team.

- Work with administrative, HR, and finance staff to ensure compliance with IPA protocols across all processes.

- Attend the IPA Peru office and the MIMP office on assigned days and hours in Lima.

- Support other tasks related to the assigned project.


Qualifications

Required

 

- Education and experience: 

    - Bachelor's degree in economics or other social science disciplines.

    - At least 2 years of work experience leading or supporting research projects, RCTs preferred.

    - At least 2 years of experience working for the public sector or working/coordinating closely with public servants.

    - Experience preparing concept notes, policy briefs and/or other communication materials for decision makers and donors.

- Technical skills: 

    - Knowledge of the fundamental concepts of impact evaluation.

    - Quantitative skills and knowledge of data management and analysis in Stata/R. 

- Communication Skills:

    - Strong oral and written communication skills in English and Spanish.

    - Confidence and strong experience in communicating with different audiences, especially PIs and public servants.

- Leadership and organization skills:

    - Knowledge and experience in the process of scoping and designing RCT research projects.

    - Excellent time management and organization skills; attention to detail; ability to work independently.

    - Ability to work in a team, lead small groups of staff and report to supervisors.

 

Preferred

 

- A Master’s degree in Public Policy, Development Studies, Social Science, or related fields.

- Knowledge of the policy making cycle.

- Interested in social protection research topics.

- Familiarity in the implementation and analysis of qualitative interviews.
