Position Summary

 

IPA Peru has been leading field-based randomized evaluations since 2003. Our work in Peru and other LAC countries without IPA country office is defined by strong engagement with key decision-makers and foundational research in: education, gender-based violence, social protection, financial inclusion, and health.

 

IPA Peru is currently providing technical assistance to the Ministry of Women and Vulnerable Populations (MIMP in Spanish) for the adaptation and scaling of evidence-based interventions aimed at preventing Gender-Based Violence (GBV).

 

In this context, IPA Peru is seeking a Senior Policy Associate to lead the activities of this technical assistance. The selected candidate will work hand in hand with the MIMP to adapt and refine the interventions and develop their Monitoring, Evaluation, and Learning tools. He or she will also liaise with researchers and other experts that could provide further design recommendations and ensure the quality of the adaptation.

 

Responsibilities

 

- Plan and monitor project activities to meet assigned objectives and deliverables.

- Coordinate with the Policy Manager and the Ministry of Women and Vulnerable Populations (MIMP) to carry out the technical assistance activities.

- Facilitate the vision and route for scaling up and adapting the programs.

- Under the supervision of the Policy Manager, lead the identification of required inputs and adjustments needed for the interventions to be implemented by the MIMP.

- Liaise with experts and researchers who can provide further design recommendations to the MIMP.

- Support the co-development and implementation of the interventions' Monitoring, Evaluation, and Learning (MEL) tools.

- In cooperation with other SPAs, lead the organization and implementation of capacity-building activities.

- Systematize lessons learned to inform IPA's work on scaling and adapting evidence-based initiatives.

- Hold regular check-in meetings with management staff from IPA Peru CO and IPA Global team

- Work with administrative, HR, and finance staff to ensure compliance with IPA protocols across all processes.

- Attend the IPA Peru office on assigned days and hours in Lima.

- Support other tasks related to the assigned project.

 

Qualifications

 

Required

 

- Education and experience: 

    - Bachelor's degree in economics, political science or other social science disciplines.

    - At least 2 years of work experience leading or supporting the design, implementation, and impact evaluation of interventions, with a preference for GBV-related interventions.

    - At least 2 years of experience working for the public sector or working/coordinating closely with public servants.

- Technical skills: 

    - Knowledge of the fundamental concepts of impact evaluation, experimental designs preferred.

    - Quantitative skills and knowledge of data management and analysis in Stata/R. 

- Communication Skills:

    - Strong oral and written communication skills in English and Spanish.

    - Confidence and strong experience in communicating with different audiences, especially PIs and public servants.

- Leadership and organization skills:

    - Excellent time management and organization skills; attention to detail; ability to work independently.

    - Ability to work in a team, lead small groups of staff and report to supervisors.

 

Preferred

 

- A Master’s degree in Public Policy, Development Studies, Social Science, or related fields.

- Work experience leading or supporting research projects, RCTs preferred.

- Knowledge of the policy making cycle.

- Interested in GBV topics.

- Familiarity in the implementation and analysis of qualitative interviews.
