Job Summary

As a Policy and Project Development Associate, you will work with the Senior Policy Manager in engaging with Northwestern University Principal Investigators and the Global Poverty Research Lab to help incorporate evidence in decision making of the Philippines Socioeconomic Panel Survey, as well as develop new projects and disseminate evidence.

This position will be responsible for working closely with the Iloilo Provincial Government in a) understanding existing data use and b) identifying improvement paths of data generation and use. Frequent and prolonged travel to Iloilo is expected. 

This position may be tasked with supporting other growing sectors in the IPA Philippines Country Office, such as Peace & Recovery and Climate & Environment.

Responsibilities

Data & Evidence Use

  • Lead in mapping of administrative data of local government units, likely at provincial level, and identifying processes that could be relevant for data and evidence use for decision-making
  • Lead in evidence use assessment to better understand areas where IPA can support in strengthening their capacity to utilize data for decision-making
  • Identify improvement pathways of data generation and use, potentially through impact evaluations

Partnership & Event Coordination

  • Support in the preparation of partnership meetings of ongoing projects, including taking notes and preparing logistics if needed
  • Support in the organization of policy events, evidence workshops and seminars
  • Support in project development funders and partner organizations through preparation of meeting materials tailored to partner audiences
  • Support in liaising with Principal Investigators interested in working in the Philippines, mapping out their research interests and available local partners

Capacity Building & Knowledge Sharing

  • Support in developing training materials and knowledge products for workshops, trainings and events
  • Draft social media and knowledge sharing materials in close collaboration with the PM and Global Comms teams

Business Development & Proposal Management

  • Support in research, coordination and tracking of funding opportunities to fund the Philippines Socioeconomic Panel Survey (PSPS), PSPS-Substudies and NWU PIs
  • Active contribution in drafting proposals for selected funding opportunities in close collaboration with the IPA Business Development (BD) team
  • Support in the documentation and completion of proposals in IPA’s Salesforce
  • Assist in correct budgeting during the proposal stage

Qualifications

Required

  • Bachelor's degree in economics, political science or similar
  • Minimum of three years of work experience
  • Knowledge of Impact Evaluation methodologies
  • Knowledge of policy landscape of the Philippines
  • Willingness to travel to Iloilo for partner meetings and field activities when necessary
  • Willingness to spend longer periods of time in Iloilo (+two weeks)
  • Excellent written and oral communication skills, including the ability to clearly present information in a structured, non-technical, and insightful way
  • Excellent organizational skills, attention to detail, and ability to multitask

Preferred

  • Experience with data management softwares (e.g., Stata, R and other common data collection and analysis tools)
  • Experience with quantitative and qualitative data collection and analysis
  • Strong professional writing skills
  • Strong client facing and presentation skills
