Rachel manages IPA Tanzania's expanding portfolio of research projects. She has led the design and implementation of quantitative and qualitative evaluations with the World Bank's Gender Innovation Lab in Cote D'Ivoire and the Clinton Health Access Initiative in South Africa. Rachel holds a Master in International Development Policy from Georgetown University's McCourt School and a BA in Development from the University of California, Berkeley.
