Penelope Mwila Kandutu is a Policy Associate for the IPA Zambia Country Office. Her work includes leading work on the Catch Up monitoring and reporting system. She also supports the Ministry of General Education to develop a sustainable model of mentoring and reporting for Catch Up which includes designing monitoring tools, data entry system, and determining the most appropriate mentors within the system. Penelope has worked with the Ministry of General Education in various positions for seven years. She has also worked with World Vision Zambia on a literacy program called Unlock Literacy Boost. She has been involved in leading baseline activities. Penelope is also a qualified teacher trainer and examiner for literature in English at Examination Council of Zambia. She studied at Solusi University in Zimbabwe where she obtained a Bachelor of Education degree in English language and literature. She is fluent in English, Bemba, and Nyanja.
