Paulina focuses on the development of new projects to generate more evidence and on transforming that evidence into policy insights to inform decision-making processes. Prior to joining IPA, she led outreach strategies for research products at the Open Government Partnership. Paulina has also coordinated stakeholder engagement, done legal analysis for policymaking, and carried out research on anti-corruption initiatives and migration issues. She was a consultant for the Migration Policy Institute and the Inter-American Development Bank.

Paulina holds a master’s degree in Public Policy from Georgetown University, where she attended with a Fulbright scholarship, and a bachelor’s degree in Law from Universidad de Guadalajara, in Mexico.
