Oscar leads the Early Childhood Development (ECD) portfolio and a government-embedded evidence lab in Colombia. He has expertise in designing and implementing evidence-based programs across ECD, education, social inclusion, and poverty reduction. Prior to IPA, Oscar led the Innovation and Knowledge Management team in the ECD Division of the Colombian Institute of Family Welfare (ICBF). He has extensive experience working in government, consulting, and research, with a strong focus on using data and rigorous evaluation (MEL) processes to inform policy decisions. Oscar holds a Master of Public Policy (MPP) from the Hertie School and a BA in Political Science from Universidad del Rosario.
