Oscar leads the Early Childhood Development (ECD) and Climate & Environment portfolios, as well as the Embedded Evidence Labs Initiative in Colombia, where he currently oversees three labs on ECD, financial inclusion, and crime and security. He has expertise in designing and implementing evidence-based programs in ECD, education, social inclusion, financial inclusion, and poverty reduction. With extensive experience in government, consulting, and research, he focuses on leveraging data, rigorous evaluation, and learning-based approaches to shape and improve public policy. He holds a Master of Public Policy (MPP) from the Hertie School and a BA in Political Science from Universidad del Rosario.
