Phuong La manages an impact evaluation of the Special Program for Employment of Students, where she works closely with the government and local partners to implement the project, develops survey instruments, oversees multiple data collection activities and assists with data analysis. Prior to joining IPA, Phuong served as a consultant at the International Organization for Migration, got involved in various development projects at the United Nations and the Inter-Parliamentary Union in Geneva, as well as started a non-profit organization on education in Hanoi. She holds a BA in International Relations from Diplomatic Academy of Vietnam and an MA in Political Science from the Graduate Institute of International and Development Studies Geneva.
