Jorge Franco manages Professor Dean Karlan's research projects in the Philippines. Previously, he worked as Policy Manager for IPA’s Peru country office. Before joining IPA, Jorge worked as Head of Economic Studies at Peru’s Delivery Unit within the Presidency of the Council of Ministers, and as a Research Fellow in Impact Evaluation at the Inter-American Bank in Washington, DC. He has done consultancies for the World Bank, where he also worked as a graduate intern at the Development Economics Research division (DEC). He was granted the Fulbright Graduate Scholarship and holds a Master of Public Policy from the Harris School of Public Policy at the University of Chicago and a B.A. and Licentiate in Economics from Universidad del Pacifico (Lima, Peru).
