Delia Welsh leads the Goldilocks Project, an initiative to help organizations build right-fit M&E systems. Previously she served as IPA's Deputy Executive Director for Research and Policy, contributing to growing IPA's operations and establishing several research initiatives. Delia was a founding member of the Millennium Challenge Corporation, focusing on developing the agency's M&E policies and practices. She has also served as a Program Examiner in the White House Office of Management and Budget, providing budgetary oversight of several foreign assistance programs. Delia holds an MPA from Princeton University's Woodrow Wilson School, a BA from Colby College, and has been awarded a Fulbright Fellowship.
