Arsène works on the Global Early Development Scale (GSED), a newly developed scale for early childhood development under the World Health Organisation leadership. He previously worked on a dozen randomized control trials and panel studies in West Africa focused on financial inclusion, agricultural insurance, health, and urbanization. Before joining IPA, Arsène was responsible for Impact Evaluation and Studies at Orange Burkina Faso and led a regional M&E unit at Counterpart International in 2015 and 2016. Arsène is a data-driven specialist. He holds a BA in Statistics and Computer Sciences from the Université Polytechnique de Bobo-Dioulasso and an MA in Mathematics, Economics, and Statistics from the African School of Economics.
