Alicia Balacaoc is the Field Manager of the PAMANA Evaluation Project of IPA Philippines, mainly responsible for field operations. She is a graduate of “Bachelor of Science in Business Management” (1992) and “Master in Public Management” (2008) from the University of the Philippines. She has spent 25 years in development work on various themes and tasks including project management, project evaluation, strategic/investment planning, and policy/program research and development, among others. Her main exposures are in the field of health, education, social protection, and peace and development. She has held key positions in the government and civil society sector and has rendered consultancy services to local and international organizations.
