Oscar is a Policy Manager of the ECD portfolio in the IPA Colombia office and leads the creation of an embedded lab within the government. Prior to joining IPA, Oscar led the Innovation and Knowledge Management team at the Early Childhood Development (ECD) Division of ICBF. He also developed a strategy to increase service quality in rural areas and implement the Peace agreement. Oscar has experience working in government, consulting and research in program design and implementation using an evidence-based approach and executing MEL processes in various sectors (ECD, education, social inclusion, poverty). Oscar holds an MPP from the Hertie School and received a BA in Political Science from Universidad del Rosario.
