Job Summary


The Associate Policy and Program Development Manager supports the development of new projects across priority sectors under the Philippines Socioeconomic Panel Survey (PSPS). This role focuses on identifying high-impact policy-relevant RCTs that leverage data from the Panel Survey and fostering engagement with both government and non-government partners to support project implementation. The Associate will work closely with Research Managers, the Country Director, and other IPA Philippines country office staff, as well as key partners from government agencies and academic institutions

Responsibilities

  • Support the implementation of the PSPS policy framework by assisting with coordination efforts involving Local Government Units (PDC, RDC, endorsements), and contributing to relationship-building efforts with strategic partners such as PIDS, UPSE, and GPRL.
  • Coordinate activities under the PSPS Sub-Studies policy initiatives, including logistical support for policy MMDs, assisting in identifying local PIs and partners, and contributing to stakeholder engagement efforts, development of communication materials, and social media outreach.
  • Support project development (PD) efforts for PSPS Sub-Studies by contributing to proposal development, coordinating with local PIs and partners, and assisting in identifying potential funding opportunities and new project ideas.
  • Work closely with the Research Manager to help prepare cost structures and budgets for potential grants and funding proposals, ensuring alignment with PSPS and Sub-Study requirements.
  • Assist in managing partner engagement efforts within the Country Office and with Principal Investigators, contributing to activities that enhance the relevance and impact of IPA’s research.
  • Contribute to project development and partnership-building initiatives by supporting communication with researchers, funders, and implementing partners and helping track new opportunities in priority sectors.
  • Represent IPA in select local and regional policy forums, as delegated, and provide support for documentation, presentation, and follow-up tasks in meetings, conferences, and working groups.

Qualifications

Professional Experience

  • At least 5 years of relevant work experience.
  • Previous experience in managing research projects and sound understanding of research methods.
  • Experience in developing research projects, experience with budgeting and project planning.
    Previous experience working on fundraising with public and private donors.
  • Demonstrated experience in research and policy engagement.
    Working experience in a developing country is a strong plus.
  • Passion for connecting rigorous impact evaluation research to policy makers and practitioners and
    communicating what works in development.
  • Experience in grants and contracts management, preferably in research setting.
  • Excellent management and organisational skills and ability to work independently.
  • Advanced communication and presentation skills in English.

Education

Master’s degree (or equivalent) in economics, political science, international development, public policy, or another related field.
