Tamara Billima-Mulenga is the Country Manager for IPA Zambia and Malawi. She provides general management and oversight of all IPA projects and staff ensuring that the projects are implemented within IPA’s high quality standards. She is an Economist with over 10 years’ of work experience in research and policy analysis. She has experience working in the development sector promoting the use of rigorously generated evidence, policy-driven research, leveraging large administrative data systems to inform decision-making processes, and developing scaling pathways to move promising interventions from research to scale. She holds a Master of Arts Degree in Economic Policy Management and is currently pursuing a Ph.D. in Economics at the University of Zambia.
