Rachel serves as a Program Manager for IPA’s Financial Inclusion Program. Prior to joining IPA, Rachel oversaw impact evaluations, performance evaluations, and other rigorous research as a Program Manager at Social Impact. At the Center for Effective Global Action, she served as a Research Assistant on an RCT of an unconditional cash transfer program and mapped research on consumer protection in digital credit for the Digital Credit Observatory. Rachel has data collection experience in East Africa, South and Southeast Asia and previously lived in Myanmar where she supported programs to protect ethnoreligious minorities. Rachel holds a Master of Public Policy from the University of California Berkeley’s Goldman School of Public Policy and a Bachelor of Arts in Political Science and Religion from Duke University.
