Tamara Billima-Mulenga is the Country Manager for IPA Zambia and IPA Malawi. She previously served as Senior Manager of Policy and Programs, responsible for managing high-impact policy opportunities for policymakers in Zambia. She holds a Master of Arts Degree in Economic Policy Management and a Bachelor of Arts Degree in Economics and Development Studies from the University of Zambia. Prior to joining IPA, Tamara was a Research Fellow at the Zambia Institute for Policy Analysis and Research, a reputable think tank under the Ministry of National Development Planning with a superior understanding of relevant country-specific policy issues and socioeconomic context. Tamara has a wealth of experience working with communities, conducting outreach programs, and policy formulation for poverty alleviation and advocacy through policy engagement with government, including ministries, agencies, local government and Members of Parliament, civil society organisations, media, and international agencies.
