Building the MEL Capacity of Local Consortiums Working on Peace & Recovery in Mindanao

From June to July 2023, IPA organized a series of tailored capacity-building activities focused on Monitoring, Evaluation, and Learning (MEL) for local grantees of the Global Community Engagement and Resilience Fund (GCERF) which includes the Consortium for Bangsamoro Civil Society, Initiatives for International Dialogue, Mahintana Foundation, and Teach Peace. These organizations play a significant role in promoting peace-building initiatives in conflict-affected areas of Mindanao.

IPA collaborated with the GCERF grantees in reviewing their results framework, developing a data use plan, identifying pertinent questions for their baseline surveys, and introducing essential concepts related to data analysis and visualization. This support aimed to enhance their MEL capacity and ensure effective utilization of collected data for informed decision-making. In August, IPA will continue to provide guidance by conducting a training session for GCERF grantees on best practices in operationalizing data collection and management. The training will cover topics such as programming, questionnaire piloting, survey logistics, field team management, and data management. The training sessions were led by Isa Fernandez of IPA Philippines, with support from Albert Lalisan, Yuri Leomo, and Maxine Tong.
