IPA Philippines is looking for an experienced Research Manager to oversee the Philippines Socioeconomic Panel Survey (PSPS) and subsequent studies, each with their own budgeting, field work, data collection and analysis. The Research Manager will manage a portfolio of three to five research projects, each of which is staffed with a team of 1 to 3 country office staff and 5-200+ field staff.
The Research Manager will work closely with the various country office teams, lead PIs Dean Karlan and Christopher Udry, as well as the Global Poverty Research Lab at Northwestern University to ensure that the PSPS and all related studies are aligned with IPA best practices. The Research Manager has the opportunity to support the Policy Manager in engaging implementing partners and stakeholders within the Philippine Government and beyond. In addition, the Research Manager will participate in IPA Philippines Senior Management discussions and contribute to the development of new projects, project development, policy outreach, and capacity building.
IPA's compensation structure is designed based on the labor market for the specific geographic location where the employee is located. We are offering the following salary ranges for this position:
- Research Manager is classified as "C3" on IPA's global job structure.
- For Philippines-based employees, the starting annual gross salary is $ 50,000 with a maximum of $55,000.
- The actual base salary may vary based upon but is not limited to, relevant experience, the base salary of internal peers, business sector, and geographic location.
This position is based in Manila, Philippines with frequent travel to Western Visayas.
The Research Manager will:
- Ensure project adherence to general research design, sample selection, data management and general research protocols, and overall project management timelines;
- Directly supervise project research staff, and help with transitions, on-boarding of new research staff and maintaining institutional memory of project activities;
- Keep the Country Director apprised of all developments on the projects within their portfolio, and serve as a key link between the field office, project staff, and Principal Investigators;
- Lead training on data management and general project management for new/incoming project research staff;
- Promote inter-project best practices and take a lead in sharing best practices with projects through formal and informal trainings;
- Work with field office staff to ensure sound human resource and operational management of projects;
- Oversee project financial management, including creation and monitoring of project budgets, and ensuring smooth integration of projects into IPA financial systems;
- Work closely with the Policy Manager to inform policy partnerships and support the project development of new studies when needed
- Support the dissemination of results via presentations and reports to academic and non-academic audiences
- Ensure that project deliverables, such as reports and financial statements, are submitted to donors and partners on time
- Attend regular meetings with local government officials and other partners to ensure success of programmatic activities;
Masters in development economics, or a field related to international economic development;
At least five years of relevant experience:
Experience conducting social science or economic research; Background in randomized control trials preferred;
Experience supervising data collection and teams of field workers, designing surveys and implementing programs; experience in conducting field research in developing countries required.
Extensive experience with data management and econometrics; Advanced knowledge of Stata preferred;
Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies required;
Strong quantitative, budgeting and financial management skills;
Experience with presenting research findings at public forums, including to non-research focused audiences;
Strong written and oral communication skills and fluency in English;
Strong project management skills, with ability to multitask and juggle multiple projects at once;
We are looking for a commitment period of at least two years for this position.
