Policy Manager, Mexico
Innovations for Poverty Action Mexico seeks a Policy Manager who will work closely with the Mexico management team to drive IPA Mexico’s Policy Outreach Strategy, Business Development and High Impact Policy Opportunities.
The Policy Manager will lead IPA Mexico’s engagement with policy partners and key stakeholders in a variety of sectors to effectively disseminate and communicate research results. The Policy Manager will lead engagements with local and international strategic stakeholders to share existing evidence in programs and policies and develop new related projects in Mexico. This position will grow IPA’s policy outreach and research in Mexico, identifying, creating, and implementing evidence-to-impact initiatives with our partners.
The roles and responsibilities for each of these areas are detailed below:
Lead Mexico´s Policy Outreach Strategy (25%)
- Build expertise on global and local evidence in 1-2 priority sectors and cultivate relationships with key local stakeholders in those sectors
- Work together with the global policy and communications team to lead and/or participate in strategic events for policy purposes, including but not limited to summits, conferences, workshops, technical working groups, and round tables. Support researchers and country management to participate in these events
- Participate in policy and stakeholder engagements with partners as necessary (such as building the relationships required to engage decision-makers around large-scale evaluations of promising programs).
- In collaboration with researchers and the Mexico´s management team, represent IPA locally in policy conversations and at events
- Support research management staff in executing the “Policy Impact Minimum Must Dos” and in identifying and stewarding high potential partner relationships, particularly with senior levels within government or large organizations
Business Development (50%)
- Coordinate IPA Mexico´s business development process
- Proactively Identify business development opportunities and cultivate relationships that lead to developing projects with key decision-makers
- Map influential NGO, PIs and government stakeholders in all the relevant sectors for the Mexico office
- Facilitate and participate in proposal development meetings with partners, Principal Investigators, Country Office staff, and the Regional Director
- Write, edit, and format sections of grant proposals and adapt past proposals to apply to new donors; draft EOIs. Complete due diligence documents, collect other supporting documents, and develop budgets and budget summaries/narratives, as needed
- Oversee and ensure entry of project and grant information into Salesforce; support Country Programs and Global teams in understanding and using Salesforce and Box
- Expand and improve IPA Mexico’s proposal development resources, information management, and stock language
Cultivate and Manage High Impact Policy Opportunities (25%)
- Lead IPA Mexico in continuously identifying and prioritizing high impact policy opportunities for evidence to be used
- Cultivate relationships with key local decision-makers in at least 2 sectors, particularly those with decision-making authority over evidence-to-impact opportunities
- Launch high impact policy opportunities, including scale-up technical assistance, and either manage small-scale engagements personally with global support, or collaborate with global teams to raise funds for additional staff to realize these opportunities
- Identify and help launch opportunities for policy relevant right-fit monitoring and evaluation opportunities in Mexico, and either manage small engagements personally with global support, or collaborate with global teams to raise funds for additional staff
- Master’s degree in economics, development, international relations, public administration, public policy, or a closely related field strongly preferred.
- Five or more years of related work experience with demonstrated ability to produce high quality written documents under tight deadlines (English and Spanish).
- Ability to supervise staff and manage projects independently.
- Knowledge of, and experience with, donors working in international development
- Excellent verbal communication, including ability to effectively communicate with internal and external individuals and organizations (English and Spanish)
- Familiarity with randomized control trials
- Experience developing and managing large budgets for field work in developing countries
- Must be able to provide exemplary service to internal and external stakeholders
- Ability to work independently and complete high-quality assignments
- Must be extremely organized, detail oriented, and able to manage multiple competing deadlines
- Ability and willingness to travel
