Kate Carter serves as Senior Manager for IPA’s Right-Fit Evidence Unit. Kate is a social scientist with experience in research, government, nonprofits, and tech. She recently earned her doctorate in Political Science with a focus on governance, institutions, and political behavior in Africa. She previously managed international programs for USAID with an emphasis on the use of science, technology, and open innovation for international development. Prior to joining USAID, Kate worked for international nonprofits and led operations for a technology startup in Silicon Valley. She holds a PhD in Political Science from the University of Wisconsin-Madison, an MA in International Relations from the University of Chicago, and a BA in Economics and Political Science with honors from Northwestern University.
