IPA Peru & J-PAL Host “Innovating to Promote Financial Inclusion: Recent Evidence and Policy and Research Agenda” Workshop (Español & English)

El taller “Innovando para promover la inclusión financiera: evidencia reciente y agenda de investigación y política” fue organizado por una alianza de instituciones locales e internacionales que incluye al Grupo de Análisis para el Desarrollo (GRADE), el Instituto de Estudios Peruanos (IEP), el Proyecto Capital, Alianza por la Política Económica (PEP), IPA y J-PAL LAC. Con el propósito de aportar al debate sobre políticas de inclusión financiera, este evento presentó los resultados de evaluaciones de intervenciones que promueven la inclusión financiera y se discutió sobre las lecciones aprendidas y la agenda de investigación a futuro.

En el primer panel del taller, Martín Valdivia (GRADE-PEP) presentó la investigación “Sociodramas e Inclusión Financiera” que evalúa el impacto de una intervención de “edu-entretenimiento” en el cambio de comportamientos financieros de mujeres en áreas rurales. En la segunda presentación, “SMS como herramienta para las instituciones financieras”, Dean Karlan (Universidad de Yale – IPA/J-PAL) explicó las lecciones obtenidas de estudios que evalúan el impacto del envío de mensajes de texto en los comportamientos en cuanto a ahorro de los usuarios de servicios financieros.

El segundo panel se inició con la presentación “Evaluación experimental de impacto del programa Ahorro para todos” a cargo de Chris Boyd (IEP). La investigadora explicó los resultados de la evaluación del programa de educación financiera de una institución financiera, asociada a la provisión de una cuenta de ahorros a beneficiarios del Programa Juntos en localidades rurales de Abancay. En la segunda presentación, titulada “Inclusión financiera para la población rural mediante agente de Redes”, Sebastián Galiani (Universidad de Maryland- IPA/J-PAL) explicó los resultados de una intervención que implementó agentes corresponsales bancarios del Banco de la Nación en distritos del sur del Perú, para facilitar el acceso de los usuarios del Programa Juntos a sus cuentas bancarias.

El evento contó también con comentaristas del Ministerio de Desarrollo e Inclusión Social (MIDIS), el Ministerio de Economía y Finanzas (MEF) y la Superintendencia de Banca, Seguros y AFP (SBS). Estas entidades auspiciaron el evento conjuntamente con el Banco de Desarrollo para América Latina (CAF).

El cierre del taller estuvo a cargo de Johanna Yancari (IEP-Proyecto Capital), Luis Marino (MEF), Dean Karlan (Yale- IPA/J-PAL) y Martín Valdivia (GRADE-PEP). En esta sesión, los panelistas resaltaron que la transmisión efectiva de conocimientos, la creación de confianza, las barreras geográficas y culturales para el acceso al sistema financiero, entre otros, son retos aún pendientes para los diseñadores de políticas públicas. Asimismo, señalaron que los resultados de los estudios presentados permiten saber qué funciona y adaptar las políticas e innovaciones a las necesidades de la población para obtener un mayor impacto. Por último, se concluyó que en el Perú hay voluntad de parte de los responsables de políticas públicas de aprovechar estas herramientas y que, cada vez más, se realizan evaluaciones experimentales que permiten informar las políticas sobre el tema.

On November 30th, in Lima, Peru, the workshop “Innovating to promote Financial Inclusion: Recent Evidence and Policy and Research Agenda” was organized by an alliance of local and international institutions including Grupo de Análisis para el Desarrollo (GRADE), Instituto de Estudios Peruanos (IEP), Proyecto Capital, Alianza por la Política Económica (PEP), IPA Peru and J-PAL LAC. With the aim of contributing to the debate on financial inclusion policies, this event presented the evaluation results of interventions promoting financial inclusion and included a discussion on lessons learned and the upcoming research agenda.

The first panel included the presentation” by Martín Valdivia (GRADE-PEP) of the study “Socio-dramas and Financial Inclusion” that evaluates the impact of an “edutainment” intervention in behavioral changes among women in rural communities. In the second presentation, “SMS as a tool for Financial Institutions”, Dean Karlan (Yale University-IPA/J-PAL) explained the lessons from studies evaluating the impact of text messages on the saving behaviors of financial services users.

The second panel started with the presentation “Experimental Impact Evaluation of the “Ahorro para todos” program” by Chris Boyd (IEP). The researcher explained the evaluation results of a financial education program of a financial institution, associated with the provision of a savings account to beneficiaries of the Juntos Program in rural Abancay. In the second presentation, entitled “Financial Inclusion for the rural population through agent networks”, Sebastián Galiani (University of Maryland-IPA/J-PAL) explained the results of an intervention that implemented branchless banking agents from the Banco de la Nación among districts in Southern Peru to facilitate access by the Juntos program users to their bank accounts.

The event also counted with commenters from the Ministry of Development and Social Inclusion (MIDIS), Ministry of Economy and Finance (MEF), and the Superintendence of Banks, Insurances and Private Pension Funds (SBS). This Institutions sponsored the event along with the Development Bank for Latin America (CAF).

The final block consisted of a comment panel that included Johanna Yancari (IEP-Proyecto Capital), Luis Marino (MEF), Dean Karlan (Yale University- IPA/J-PAL) and Martín Valdivia (GRADE). In this session, the panel members highlighted the effective transmission of knowledge, trust-building and geographical and cultural access to the financial system are still pending challenges to policymakers. Moreover, they pointed out that the results of the presented studies allow policymakers to know what works and adapt policies and innovations to the needs of the population to obtain a larger impact. Finally, they concluded that policymakers in Peru are willing to take advantage of these tools and that the availability of RCTs is in the rise.
