Innovations for Poverty Action (IPA) seeks a qualified applicant for the position of Project Coordinator for a project entitled Industrial Labor in Ethiopia. The PC will help to manage an evaluation that will compare longer-term welfare effects of low-skilled factory jobs vs. standard aid interventions. One intervention will involve provision of factory jobs through a partner local venture capital firm, and another intervention will involve either microfinance/capital provision/business skills training or cash grants through potentially multiple partner NGOs. The PC will work closely with the venture capital firm, partner NGOs, and local research institutions. The position is based in Addis Ababa, Ethiopia. Many of the project sites are just outside Addis Ababa, but there are potential sites in Northern and Southern Ethiopia which may require frequent travel. Other projects handled by the principal investigators in Ethiopia or elsewhere may also need the attention of the PC. The principal investigators are Chris Blattman, Assistant Professor of Political Science and Economics at Yale University and Stefan Dercon, Professor of Economics at Oxford University.

The Project Coordinator will work closely with academic researchers and other field staff to perform a variety of tasks including, but not limited to:

  • Coordinating with local venture capital firm
  • Coordinating with local partner NGOs implementing the program
  • Refining study design and surveying instruments
  • Managing survey teams
  • Conducting qualitative research
  • Checking and analyzing data
  • Cleaning data and assisting in preliminary analysis
  • Assisting in the writing of project reports and policy memos

Desired Qualifications and Experience

  • A Bachelor's Degree, Master's or PhD level degree in economics, social sciences, public policy, or related fields.
  • Training in microeconomics, development economics, econometrics, and statistics.
  • Experience living and conducting field research in a developing country is a strong plus.
  • Several years of relevant work experience.
  • Excellent management and organizational skills along with strong quantitative skills; managerial experience and the ability to present positions and to negotiate with senior officials.
  • Fluency and excellent communication skills in English.
  • Amharic language skills a strong plus
  • Flexible, self-motivating, able to manage multiple tasks efficiently, and team player.
  • Demonstrated ability to manage high-level relationships with partner organizations.
  • Knowledge of Stata (strongly preferred) or other data analysis software is preferred.
  • Familiarity with randomized controlled trials preferred.
  • Ethiopian applicants are strongly encouraged.

We are looking for a minimun commitment of two years for this position, which will start in September 2010 and no later than November 2010.
